Rules and Regulations

ARTICLE I - ENROLLMENT

Section 1 – Eligibility
Players must meet the following requirements to be eligible for competition in the Keystone Midget Football Conference (KMFC and KMJL).

Subsection 1 – Age
Each player must be between the ages of six (6) and thirteen (13). The age shall be determined as of May 31st, for example, a player can become fourteen (14) on June 1st and be eligible. Proof of date of birth shall be determined by birth certificate (certified copy) presented at the time of registration. In the event a birth certificate cannot be obtained, baptismal record or other proof of age shall be presented to and accepted by the Board of Directors of the KMFC before the player can participate in Conference games. This alternate proof of age shall be presented in person by the player, one of the player’s parents or guardians and a representative of the requesting organization. Disapprovals will be subject to a protest hearing before the Board of Directors. Each organization will be responsible for the accuracy of the information submitted and will be subject to penalties hereinafter defined if discrepancies occur.

Any director has the right to request in writing to the Coordinator that the birth certificate for a specific player(s) be shown to the Director and the Coordinator, or their designees, within one week of such request. If the player(s) provided alternate proof of age which was accepted by the Board of Directors such alternate proof of age is sufficient for the purposes of this paragraph. Failure by the requested organization to show the required document(s) will result in the same penalty specified under Article VII – Protest and Penalties, Section 2 Infractions and Penalties under Conference Rules and Regulations.

A.                SMURF PLAYERS: Smurf players must be at least six (6) years old as of May 31st and no more than seven (7) years old as of May 31st.

B.                PEE-WEE PLAYERS: Pee-Wee players must be at least seven (7) years old as of May 31st and no more than nine (9) years old as of May 31st.

C.                PONY PLAYERS: Pony players must be at least eight (8) years old as of May 31st and no more than (11) years old as of May 31st.

D.                MIDGET PLAYERS: Midget players must be at least eight (8) years old as of May 31st and no more than thirteen (13) years old as of May 31st.


Subsection 2 – Weight
The following weights will apply beginning the first schedule week and shall include all regular season, play-off and championship games and reflect the weight of players wearing minimum equipment for weigh-in purposes which consists of shorts.

Subsection 2-a (Hardship Rule) added July, 1999
If any organization meets the following criteria: A. Did not qualify for the playoffs the previous season and B. Enrollment for the previous season was less than 30 Pee-Wees, 23 Ponies, 23 Midgets. That organization may register a maximum of five (5) players that are no more than one (1) year older and at least fifteen (15) pounds lighter than the established KMFC age and weight requirements. If player is from another teams territory, the hardship team must get a release from that team.


Subsection 3 – Weigh in

A.                All players will wear their jersey and KMFC PHOTO ID CARD to the weigh-in area and hand said helmet and/or jersey to the weigh master. Before stepping onto the scales, the player will state his name and jersey number to the opposing team’s weigh master.

B.                The Pee-Wee weigh-in will be held one-half hour prior to the start of the Pee-Wee game. Pony weigh-in will be held at the half-time of the Pee-Wee game. Midget weigh-in will be at the half-time of the Pony game. An overweight player, Pee-Wee, Pony or Midget may weigh in two hours before the the start of the first game of the day. They must have the official team roster and photo ID with them, give it to the opposing weigh master. The overweight player(s) must also be present during official weigh-in.

C.                An overweight player shall be required to remove his helmet and shoulder pads and will not be permitted in that day’s game. The weigh masters will be responsible for recording the name and number of those players classified as overweight.

D.                Any player not present at the game site during official weigh-in will be permitted to be weighed in regardless of their arrival time up until the start of the second half. All players present at the game site at the time of the official weigh-in must weigh in during the official weigh-in or the player cannot participate in that day’s game.

E.                 No player will be permitted to change any standard equipment after the weigh–in unless the equipment becomes damaged during normal play.

F.                 No coach or spectators will be permitted within the immediate weigh-in area, nor permitted to interfere with the weigh-in in any fashion. League Directors or Officers may be present during weigh-in.

G.                Upon mutual agreement of the organization’s Director’s involved, early team weigh-ins may be permitted. Early weigh-ins will be allowed two (2) hours prior to the first game that day.

H.                Each player will be allowed only one official opportunity yo weigh-in accordance with the rules stated in Article I, Subsection 3, items A through H.


Subsection 4 – Territories

All teams will be limited to players drawn from the specific territories based on their application for Conference membership, which must be recorded with the Conference Coordinators. All areas not specifically designated as team territories will be classified as neutral zones. Any member of the KMFC reserves the right to recruit players from the designated neutral zones.

A.     Definitions:

1.      Buffer Zone: Areas between two or more or our teams, where the teams involves can solicit equally.

2.      Neutral Zone: Areas outside of territories claimed by any team in the KMFC are open territory to any KMFC team.

3.      Release: Granting written permission to a player who resides in your territory to play for another organization when they would not normally qualify to do so.

4.      Grandfather Clause: Any player registered with an organization who’s family moves to another organization’s territory may continue to play for his original organization without requiring a release.

B.    Exceptions:

1.      All petitions for releases must be handled within five (5) days. Releases may be given after review of all circumstances. If a release is denied, and in the event that a youth still does want to be released from one organization to another and has good reasons, a three member arbitration selected by the President, limited to Officers not directly involved, will make the decision

2.      In the event that a release is denied, that youth and the organization he wishes to play for, must be contacted within 24 hours of being denied the release. Both organizations involved in the release must notify the Vice-President or Conference Coordinators of said denial within 24 hours. If the above has not happened, the parents may petition the KMFC for a release of said youth at the next scheduled meeting of the KMFC.

3.      Where more than one team is eligible to solicit a school, a KMFC registration form will be developed to use at those schools and then will be divided by the team areas.

Subsection 5 – Parental Consent, Physical Examination and Player Agreement Form

A KMFC form must be completed and signed in duplicate by the parent or legal guardian, examining physician, and the football candidate before being submitted to the Conference Coordinator and players team.

Subsection 6 – Registration

A.     Team registration with the Conference Coordinators will take place prior to the opening game of the Conference schedule. The Conference Coordinators will establish guidelines and proceduresfor team registration. Late registration of individual players will be permitted to the Sunday preceding the second game or the official conference schedule. Eligible youths moving into a team’s territory after the cut-off date may register at any time.

B.     If any organization is not able to field a team at any level due to illness, injury, or attrition during the season, that organization must first attempt to move players up from a lower level team. If that course of action is not possible, that organization may appeal to the Conference Coordinators for a special registration of players for that team.

C.     If illness depletes a team temporarily for one (1) game, a player may be moved up for that game only, with the option of returning to his or her original team after that game.

D.     Any member organization not able to field all three games following initial league registration will remain in active participation for the remainder of that season.

E.      Extensions: will be granted for any team with less than 20 players, which may register players up to the last Sunday in September. You must notify the Conference Coordinators within 24 hours to get permission for said extension.

Subsection 7 – Rosters

1.      Team rosters and registration forms must be submitted to the Conference Coordinators  two (2) weeks prior to the first scheduled game or designated by the Conference Coordinators.

2.      Additions and deletions to the official roster must be turned into the Conference Coordinators within 24 hours of said change before the next scheduled game. In turn all teams affected by the change will be notified of said change by the Conference Coordinators before the next scheduled game is to play.

3.      No player will be weighed in or play a scheduled game for the KMFC without being on an official roster of the KMFC. Each organization must keep all rosters up to date during the season.

4.      Any violation to Subsection 7 will be addressed by Article VII, Section 2, B.

Section 2 – Players Equipment
The following equipment will be mandatory for all players, and it is the responsibility of each KMFC member organization to insure the proper equipment is worn:

A.                NOCSAE – approved helmet secured by a properly fastened chin strap.

B.                 NOCSAE – approved face protector (the multiple bar type is recommended).

C.                A mouthpiece

D.                Shoulder pads

E.                 Football pants with proper thigh, knee and girdle pads worn in a girdle.

F.                 Girdle pads consist of 2 hip pads and a tailbone pad. (An approved bodysuit may be worn in lieu of a girdle).

G.                Footwear (one-piece molded rubber sole or plastic removable cleats with post (all purpose shoes).

H.                Athletic supporterand/or breast protector.

I.                   Socks or stockings.

J.                   Jersey (no two players on the same team may wear the same number in the game at the same time).

K.                A player may not play with a hard cast unless a letter from his doctor is submitted and accepted by the game officials.

Section 3 – Scholastic Football Disqualification
Any youth who participates on a scholastic football team during any season shall be ineligible to compete in the KMFC during that season. A youth who terminates hisparticipation from a scholastic team prior to the first scholastic game and prior to the Conference registration deadline may be offered for registration to the Conference Coordinators.

ARTICLE II – GAME AND FIELD EQUIPMENT

A.              1.    Midget regulation football shall be the Wilson TDY Youth League or any equivalent can be used in all Midget games.
2.      Pony regulation football shall be the Wilson TDJ Youth League or any equivalent can be used in all Pony games.
3.      Pee-Wee regulation football shall be the Wilson K2 or any equivalent can be used in all Pee-Wee games.

B.               Pylons or flags are required as end zone and goal line markers.

C.               Sideline chains, down markers and chain crew vests shall be provided by the home team and be in proper condition. Adults, sixteen (16) years of age or older will be assigned as chain crew members.

D.               Yard line markers will be at least every ten (10) yards and must be provided by the home team.

E.               All football fields must equip their goal posts with pads as per ruling of the P.I.A.A.

F.               An ambulance or back-up unit must be in attendance at all times. A back-up unit is a vehicle suitable for transporting injured players and at least one qualified medical individual as agreed upon by the two organization Directors involved. The host organization is responsible for paying the cost, if any, of this stand by equipment. When a player/cheerleader is injured, any bill for medical treatment or transportation should be submitted to his/her insurance carrier. If he/she is not covered by adequate insurance to pay the costs involved, the players team organization is responsible for paying the balance of any emergency costs involved.

G.               The minimal standard of a “suitable back-up unit” will be further defined as: a van, a station wagon or a pick-up truck equipped with a cap or camper.

H.               All other rules and regulations regarding the playing field will follow those set forth in the official P.I.A.A. Football Rule Book for that year.

I.               Each organization will be responsible for purchasing from the KMFC Business Manager a 50 pound weight which will be available for all games and will be used in conjunction with the other organizations 50 lb. weight to certify the weigh-in scales prior to each game. The 50 lb. weight must be certified every two (2) years (even years thereafter).

J.               Each team must provide one representative other than a coach to act as weigh master during each game.

K.               Each organization shall have its Director, alternate or a designated official present at the playing field while games are in progress, and immediately prior to and after the games.

ARTICLE III – SCHEDULING

Section 1 – First Day of Practice

A.               The initial practice for Pee-Wee, Pony and Midget players shall begin on the Monday of the first full week in August or designated by the Conference Coordinator.

Section 2 – First Week of Practice

A.               During the first seven days of official practice, no football equipment other than shoes, helmet and a football will be allowed. No physical contact will be allowed during this period or designated by the Conference Coordinators.

B.               Beginning on the Monday of the second (2nd) full week of August, full equipment may be worn.

C.               Any player found in violation will be suspended for 2 regularly scheduled games and the organization found in violation of Section 2-A will be fined $200.00.

Section 3 – Cancellation of Games

A.               Cancellation of games will be the prerogative of the home team with the consultation and approval or the Conference Coordinators at least two (2) hours prior to game time. The Conference Coordinators will be responsible for notifying officials of the game cancellations. Re-scheduling of canceled games is the responsibility of the two (2) team representatives involved. The Conference Coordinators will make the final decision in the event no agreement can be reached after consulting both teams. In the event of an “In case of an emergency” situation, the Conference Coordinators will make the final decision in cancellations and schedule officials. All postponed games will be moved to another time during the season by the direction of the Conference Coordinators.

B.               All regularly scheduled, rescheduled, postponed and conference sanctioned games must be played or the organization refusing to participate will be fined $100.00 and will not be allowed to participate in any play-off or conference championship games for that year.

C.               Any game called by officials due to any reason before a game is finished, will be continued from that point with the same roster and weigh-in at a time and location agreeable to both team directors.

Section 4 – Championship and Tournament Games
If the KMFC Board of Directors sanctions a post season Championship game within our Conference or with any other midget football conference, it will become mandatory that our first place team (championship team) on each of the three (3) competitive levels appear, play and represent the KMFC at the game. Any post- season games must be finalized by the October meeting of the KMFC.

ARTICLE IV – OFFICIAL KMJL “B” TEAM CONCEPT

An organization will not be compelled at any time to participate in the KMJL “B” team game concept. Participation will be completely voluntary. If a team, at any time, wishes to compete on the “B” team level, the rules determining play will be those adopted by the Board of Directors in any given year.

D.     Midget players must be at least eight (8) years old as of May 31st and no more than thirteen (13) years old as of May 31st.

B.     Pee-Wee players – Maximum weight 93 pounds.

C.     Pony players – Maximum weight 117 pounds.

D.     Midget players – Maximum weight 145 pounds.

Subsection 3 – Weigh-in
The weigh-in for the first scheduled game will be held one half hour prior to the start of the game. Weigh-in for the other games will be held at half time of the prior game.

Subsection 4 – Registration
Team registration with the KMJL will take place prior to the opening game of the KMJL schedule. Late registration of individual players will be permitted to the Saturday preceding the second game of the official KMJL schedule. Eligible youths moving into a team’s territory after the cutoff date may register at any time.

Subsection 5 – Rosters
Team rosters must be submitted to the Assistant Conference Coordinators one week prior to the first scheduled game.

A.               Any varsity roster player can not play their normal offensive varsity position during a KMJL game.

B.               Additions and deletions to the official roster must be turned into the Assistant Conference Coordinators within two (2) days of said change before the next scheduled game, in turn all teams affected by the change will be notified of said change by the Assistant Conference Coordinators before that scheduled game is to play.

C.               No player will weigh in or play a scheduled game for the KMJL without being on an official roster of the KMJL. Each organization must keep all rosters up to date during the season.

D.               If a team rosters a total of more than thirty (30) players, said team is not allowed to bring varsity players down to play at the KMJL level.

E.               If a team has more than one (1) Junior Varsity squad on any level, no player will be allowed to move between rosters.

Section 2 – Scheduling

Subsection 1 – Cancellation of Games

A.               Cancellation of games will be the prerogative of the HOST organization at least two (2) hours prior to game time game cancellations.

B.               All regularly scheduled games must be played or the organization refusing to participate will be fined $50.00.

C.               Any organization who withdraws from participation after the KMJL season starts shall be subject to a Forfeiture Fee of $100.00 per team. Exception: Unless otherwise agreed upon by the Board of Directors.

D.               Any game called by officials due to any reason before a game is finished, will NOT be continued at a later date.

Subsection 2 – Team Participation
Scheduled KMJL team games will be the KMFC members only.

Section 3 – Starting Times / Interval Between Games & Game Restrictions

Subsection 1 – Starting Times

A.               The first (1st) game at each designated location will start at 9::00am Sarurday morning.

B.               The second (2nd) game will begin five (5) minutes after completion of the first (1st) game.

C.               The third (3rd) game will begin five (5) minutes after completion of the second (2nd) game.

D.               The fourth (4th) game (if applicable) will begin five (5) minutes after completion of the third (3rd) game.

E.               The fifth (5th) game (if applicable) will begin five (5) minutes after completion of the fourth (4th) game.

Subsection 2 – Game Restrictions

A.               Scoring Differential
Team that is behind by 18 or more points may elect to receive, even though they have just scored. Team ahead by 18 points must substitute freely. If this is not possible, key players (i.e. quarterback and running backs) should be switched and play calling should be of the type so as not to run the score up.

B.               On Field Coaching
Smurf squads (only) may allow one (1) coach on the field during play. The coach must allow at least 15 yards from him/her from the play and no verbal and/or physical gestures can be made during the play. The coach will receive a warning on the first violation to the stipulations and will be removed from the field of play for a second violation. On field coaching is in effect for the entire season.

C.               Smurf games will be played on a 80 yard field. Time for these games will be 10 minute continuous clock for each quarter. Clock will only stop for injuries, timeouts and after a score. Defensive team will only be allowed to play a 5-4 defense with no blitzing and have two safeties. (no exceptions)

Section 4 – Infractions and Penalties

A.               Any team showing up 30 minutes later than the scheduled starting time without notifying their opponents shall forfeit the game. In addition to automatic forfeiture, the team violating all starting times will be subject to a full games officials fees, and the team will be fined an additional $50.00 by the KMFC. This fine will be Submitted to the Conference Business Manager and subsequently given to the violated time.

B.               The use of an ineligible player or players at any time will result in the following:

1.                Allowing a player that has not officially weighed in will result in player being suspended for the following weeks KMJL and KMFC game, and the organization paying a fine of $50.00 and the head coach will be suspended for the remainder of the KMJL season including any KMFC games and/or playoffs. If the violation occurs during the last three regular season games, the head coach will be suspended for the remaining games and the next full KMJL season including KMFC games and/or playoffs. A second violation will result in other penalties to be determined by the Officers of the Board of Directors.

2.                Allowing an over-age player to play will result in the Association paying a fine of $50.00. Additionally, the head coach will be suspended for the remainder of the KMJL season including any KMFC games and/or playoffs. If the violation occurs during the last three regular season games, the head coach will be suspended for the remaining games and the next full KMJL season including KMFC games and/or playoffs. A second violation will result in other penalties to be determined by the KMFC Board of Directors.

3.                Allowing a non-KMJL roster player to play (exception: list appropriate article) will result in player being suspended for the next two (2) following weeks KMJL and KMFC games, the Association being fined $50.00 and the head coach will be suspended for the remainder of the KMJL season including any KMFC games and/or playoffs. If the violation occurs during the last three regular season games, the head coach will be suspended for the remaining games and the next full KMJL season including KMFC games and/or playoffs. A second violation will result in other penalties to be determined by the KMFC Board of Directors.

ARTICLE V – OFFICIALS

All officials used in Conference games shall be P.I.A.A. approved football officials. Four officials shall be provided by the Conference Coordinators for each game. It will be the HOME TEAM’S responsibility to pay the officials. If less than three (3) officials report, the game will be postponed.

ARTICLE VI – STARTING TIMES, LENGTH OF GAMES, INTERVAL BETWEEN GAMES

Section 1 – Starting Times

A.               The Pee-Wee games will begin at 1:00pm, except after daylight savings time ends, where Saturday and Sunday games will start a half hour earlier.

B.               The Pony game will begin five (5) minutes after completion of the Pee-Wee game.

C.               The Midget game will begin five (5) minutes after completion of the Pony game.

Section 2 – Length of Game

A.               The Pee-Wee game shall consist of four (4) seven (7) minute quarters.

B.               The Pony game shall consist of four (4) eight (8) minute quarters.

C.               The Midget game shall consist of four (4) eight (8) minute quarters.

Section 3 – Night Games

All KMFC night games can start at 3:00pm, 4:00pm, or 5:00pm during the regular season.

ARTICLE VII – PROTEST AND PENALTIES

It is the intent of the Board of Directors to promote sportsmanship and other fundamentals set forth in Article I, Section 2 – Purpose of the KMFC Constitution and By-laws. The rules and regulations of the KMFC set forth here in apply equally to all member organizations and every member organization is expected to abide by them. Deliberate violation’s of these rules and regulations does not set the proper example to the players and WILL NOT BE TOLERATED. It is the duty of any member of the Board of Directors or Officer of the KMFC to report any Infraction of these rules and regulations to the Board of Directors for review.

Section 1 – Basis for Protest

A protest may be filed by any designated team representative or any officer of the KMFC. All protestsmust be filed in writing and in triplicate within 48 hours of the infraction being discovered. A copy of the protest will be sent to the President, the Conference Coordinators and the defendant organization in the protest. A protest may be files for any infraction of the hereinafter.

Section 2 – Infractions and Penalties

A.               Any Pee-Wee team showing up 30 minutes later than the scheduled starting time without notifying their opponents shall forfeit the Pee-Wee game. Any organization showing up 60 minutes later than the scheduled starting time shall forfeit all games on all three levels. In addition to automatic forfeiture, the organization violating all starting times will be subject to a full day’s officials fees. The team will be fined an additional $50.00 by the KMFC. This fine will be submitted to the Conference Treasurer and subsequently given to the violated team.

B.               The use of an ineligible player or players at any time will result in the following:


1.                Allowing a player that has not been officially weighed in will result in forfeiture of that game. Player will be suspended for the next three (3) games and the head coach will be suspended for the remainder of the season including any playoffs. If the violation occurs during the last three regular season games or playoffs, the head coach will be suspended for the remaining games and the next full season. A second violation will result in forfeiture of all games for the current season in addition to other penalties.

2.                Allowing an over-age player to play will result in forfeiture of all games in which the over-age player participated. Additionally, the head coach will be suspended for the remainder of the season including playoff games. In the event the violation occurs during the last three regular season games or playoffs, the head coach will be suspended for the next full season.

C.               Unsportsmanlike conduct by individuals, spectators, team or coaches will be difined as follows and penalized accordingly.

1.                A coach or team official who physically assaults an official or member of the opposing staff or team shall be banned forever from active participation in any Conference activity. In addition, that coach and/or organization shall be fined the sum of $100.00 and banned from championship participation for a period of two (2) years. A person who verbally assaults an official or member or the opposing staff shall be suspended for a minimum of two games.

2.                Any player who physically assaults an official or any member of the opposing organization shall be banned for a period of one (1) year from the date of the incident. A player who physically assaults another player during a game (and is removed from the game by a game official) shall also be expelled from the following scheduled game. Second offenders will be declared ineligible for the remainder of the current season including playoffs. A person who verbally assaults an official or member of the opposing staff shall be suspended for a minimum of two games. It will be the responsibility of both team representatives to report any expulsion to the Conference Coordinators within 48 hours of the infraction. It will be the responsibility of the Conference Coordinators to maintain a permanent record for the Conference of all infractions of this nature.

3.                An organization whose fans physically assault or verbally abuses an official or member of the opposing staff or team shall be fined the sum of $100.00.

4.                Coaches who remove their team from the field before the game is completed shall forfeit that game and be fined $50.00 unless there is a mutual agreement between the two teams.

D.               Bench Flags:

1.                A $50.00 fine will be assessed against a coaching staff for it’s first unsportsmanlike infraction. Subsequent infractions will result in a $100.00 fine. All bench flags will be reported to the Conference Coordinators and a permanent record will be maintained for the league files. Any individual coach receiving two (2) bench flags within a given season will be suspended for the remainder of the season including playoffs. If the second bench flag occurs during the last three regular season games or playoffs the coach will be suspended for the remaining games or playoffs in the next full season. Exception: Bench flag thrown for being out of the coaches box only will not be counted for fines or suspension. (It is understood that the fine for a bench flag is assessed when the bench flag is thrown.)

2.                Hearing for a coach who receives more than two (2) bench flags will be at the President’s discretion.

E.               Any organization found changing mandatory equipment after they have been weighed in with it on will be subject to the following penalty: Forfeiture of the game. Mandatory equipment is defined in Article I, Section 2, under Player’s Equipment, and does not include protective equipment such as padding, sweat shirts, tape, protective wraps, etc.

F.               Fines assessed for infractions (including missed meetings) will be due and available by the next regularly scheduled Conference meeting. Failure to remit said fines will result in forfeiture of all games played up to and including the date of the Conference meeting. Any fines due and delinquent prior to the inception of the football season will result in all games being forfeited until such time as the defendant organization pays all fines in full.

G.               PROBATION: The KMFC Officers / Board of Directors may place a team or organization on probation for a violation of the above rules and regulations in addition to the other penalties. Additionally, the Board of Directors / Officers of the KMFC may place a team or organization on probation for any other conduct deemed to be significantly contrary to the By-Laws and ideals of sportsmanship of the KMFC. Probation shall be for a period of two (2) years (current season and the following season). A team or organization placed on probation shall forfeit all current season games and will not be eligible for participation in any playoff games during the probationary period. Any games remaining in the current season will be played at the discretion of the other competing team(s). The organization being placed on probation will pay a $250.00 fine to the Treasurer of the KMFC before the end of the probationary period or probation will continue until such fine is paid. Additionally, the Board of Directors / Officers of the KMFC can require the removal of a teams coach or official of an organization if that individual is found by the Board of Directors of the KMFC to be responsible for the offending conduct. This removal will take place before the team or organization is removed from probation.

H.               SUSPENSION: If a team or organization commits another violation while on probation which would normally be punished by probation, the team will be suspended for a period of three(3) years. During the period of suspension the teams territory shall become a neutral zone and the suspended organization will not be allowed to participate in any games or other KMFC activities. The suspension can be reduced to probation if the suspended organization submits a binding written plan of reorganization removing the coaches or organization officials responsible for or condoning the offending conduct. The plan of reorganization must be accepted by a two-thirds majority vote of the Board of Directors of the KMFC and a $500.00 fine paid by the offending organization to the Treasurer of the KMFC prior to the suspension being lifted.

Section 3 – Rating of and by Officials

A designated representative of each team shall introduce himself to the officials before the game an obtain their names. Coaches are then asked to grade those officials as bad, fair, good, or excellent, and why. Such reports should be submitted in writing to the Conference Coordinators, who will record them as a permanent record and who will forward them to the game officials chapter. In accordance with this rule, the KMFC will instruct the officials' chapter to have their men file a report on all bench penalties, verbal abuse, threats, or other unsportsmanlike conduct to our Conference President. Repeated violations shall be brought to the attention of the governing Board of Directors for action merited by the severity of the incidents.

ARTICLE VIII – SYSTEM FOR DETERMINING DIVISIONAL STANDINGS

Each year the Conference and it's three divisions will be realigned.

Section 1

For regularly scheduled divisional games, for determining league standings in the American, National and Federal Divisions during the current season, points will be awarded in the following manner for Pee-wees, Pony and Midget league standings.

A. Each win = 2 points
B. Each tie/bye = 1 point
C. Each gross over win = 1 point
D. Each loss = 0 points

Section 2

For realignment purposes the Conference and it's threedivisions will be realigned by the following criteria:

A.                 By determining the exact total number of games played on the official KMFC schedule.

1.                This shall include all official crossover games plus regularly scheduled division games, for each team in the National, American and Federal divisions for the immediate past football season included, will be all appropriately scheduled games for each teams Pee-wee, Pony and Midget games for those past two years.

B.                 By determining the exact number of games won on all two (or three) levels of play Pee-wee, Pony and Midget during the immediate past season of the official KMFC schedules for that yearas described in #A above. Ties are too be included in games won as 1/2 or .5 games won.

C.                 Then, simply by dividing mathematically the number of games won by the number of games played for each team in the KMFC from the official schedule of the past two seasons, as described in #A above, the winning percentage will be determined for each team. Thus eliminating the influence of considering byes in the final standings.

D.                 The final standing will then be determined by showing the entire KMFC group of teams of the American, National and Federal Divisions for the past season in an alignment from the highest percentage of wins to the lowest percentage of wins.

E.                 Overall realignment will be based on both the size (registration numbers) or the organization and the Pee-wee and Pony team's winning percentage of each organization. This practice will be utilized annually to realign the league.

F.                 Realignment is based on the following chart:

15-20 players: 2 points36-40 players: 10 points
21-25 players: 4 points41-45 players: 12 points
26-30 players: 6 points46-50 players: 14 points
31-35 players: 8 points50+ players: 16 points

Section 3 - Points for Divisional Play

Points are accumulated in divisional play games only are used to determine the standings.

Section 4 - Pre-Season Games

NO points are accumulated for Pre-Season games.

ARTICLE IX – DETERMINATION OF DIVISION STANDINGS

Section 1 - Division Champion

The team accumulating the most divisional points is the champion. If two (2) or more teams tie, they are considered co-champions. Awards will be given to Division winners.

Section 2 - Two-Team First Place Tie

A.                 The co-champion which defeated the other co-champion during it's regular season game will be the divisional team representative for the Division Playoff Games. The team that lost is considered the second place representative for the Playoffs.

B.                 If the co-champions tied each other during their regular season game, straws will be drawn to determine first and second place representatives only.

Section 3 - More than Two Teams Tied for First Place

A.                 If more of the co-champions defeated all of the other co-champions during the regular season, that team will be declared the divisional team representative for the Division Playoff Game.

B.                 Any other situation will be resolved by the drawing of straws among the tied teams.

Section 4 - Procedure for Determining League Play-Offs

League playoffs will be seeded in the following manor:

A.                 The American, National and Federal Division winners will be placed in the top eight playoff spots according to win/loss record. The next five teams with the highest overall winning percentage will also make the playoffs.

B.                 The League will follow the following game format in the first round of the playoffs:

Seed #1 vs Seed #8Seed #2 vs Seed #7Seed #3 vs Seed #6Seed #4 vs Seed #5

C.                 The League will follow the following game format in the second round of the playoffs:

The winner of Seeds 1 vs 8 will play the winner of Seeds 4 vs 5.
The winner of Seeds 2 vs 7 will play the winner of Seeds 3 vs 6.

D.                 The League Championship game will feature the winners of the second round playoff games.

ARTICLE X – DIVISIONAL PLAYOFF GAMES

Section 1 - Game Sites

A.                 The hosts for Divisional Playoff Games will be selected from the same Division and by a simple majority vote of the KMFC membership.

B.                 The fields will be fenced in. Two (2) of the four (4) hosts will have lighted fields.

Section 2 - Game Dates

Game dates will be determined by the Conference Coordinators. All games should be scheduled on Saturday with Sunday as a rain date.

Section 3 - Game Times

Game times will be scheduled by the Business Manager with the approval given by the KMFC membership.

Section 4 - Sponsoring Teams' Responsibilities

A.                 4-5 Officials Fees

B.                 Concession and Proceeds

C.                 Scale/Weigh-in area and one (1) 50lb. weight

D.                 PA system (staffed with an announcer and clock person)

E.                 National Anthem

F.                 All field preparation

G.                 Field Security (professional people only when required by others, i.e. school district)

H.                 Ambulance and back-up unit

I.                 Game Footballs (winners will have the option to keep the football)

Section 5 - KMFC's Responsibilities

A.                 Gate personnel and proceeds

B.                 50/50 Sales and proceeds

C.                 Program sales

D.                 Half-time activities

E.                 Publicity

Section 6 - Team Representation

Eight teams will make the playoffs. The division champion of the American, National and Federal Divisions for all three levels of play and the next five teams with the best overall records in each level of play.

Section 7 - Tie Breaking Procedures

In the event of a tie during the regular season, the game will be decided by one (1) controlled overtime period. During the playoffs there will be unlimited overtime periods played under the rules of the PIAA Ten Yard line Overtime Procedures. (extra points by running, throwing, kicking will be allowed), NO FIELD GOALS ALLOWED.

Section 8 - Game Cancellations

The KMFC President, Conference Coordinators, Business Manager and KMFC representatives from the hosting team will make the decision to cancel the playoff game due to inclimate weather. All other decisions as to play, rule interpretation, etc., on the day of the game will be made by the KMFC President and Conference Coordinators. Article III, Section 3, also applies to the Article as well.

ARTICLE XI – CONFERENCE CHAMPIONSHIP

Section 1

A.                 Field requirements for a host teamwill be the same as those listed under Divisional Playoff, with the exception that the field must be equipped with lights.

B.                 The site of the Conference Championship game will be determined by a simple majority vote of the full Board of Directors.

C.                 Those teams submitting bids to host the game who have never hosted before and meet the field requirements will be considered first.

D.                 If no organization falls into this category, the least recent organization to have hosted the championship game should be considered.

Section 2 - Game Responsibilities

A.                 Financial responsibilities are the same as those listed under Divisional Playoff Games.

B.                 Any and all decisions pertinent to game rules interpretation, the running and handling of the championship game etc. will be made between the KMFC President and the Conference Coordinators.

C.                 All times schedules, halftime activities, programs, etc., will be handled by the Business Manager with approval given by the KMFC membership.

D.                 Trophy table is the responsibility of the sponsoring team.

E.                 Trophies and presentations are the responsibility of the KMFC.

Section 3 - Tie Breaking Procedures for Playoffs

In the event of a tie during a playoff or championship game, the game will be decided by unlimited overtime periods played under the rules of the PIAA Ten Yard line Procedures. (extra points by running, throwing, kicking will be allowed), NO FIELD GOALS ALLOWED.

Section 3a - Extra Point Conversions (new entry)

Point after touchdown conversions (excluding overtime situations) will be scored in the following manor:

A.                 2 points for each kicked conversion.

B.                 1 point for each run or pass conversion.


All other playing rules will follow PIAA/National Federation of State High School Federation rules.

Section 4 - Game Cancellations

The KMFC President, Conference Coordinators, Business Manager and KMFC Representatives from the hosting teams will make the decision to cancel the playoff games due to inclement weather. All other decisions as to play, rule interpretation, etc., on the day of the game will be made by the KMFC President and Conference Coordinators.

ARTICLE XII – AMENDMENTS TO THE BY-LAWS AND CONFERENCE RULES AND REGULATIONS

Changes to the By-Laws and Rules and Regulations may be made at any regularly scheduled meeting, provided that they are submitted in writing. Changes to the By-Laws must be presented by the June meeting and voted on in July to become effective that year. Changes made in August, September, October and November will be carried over to the next year when the By-Laws and Rules and Regulations are updated. The complete By-Laws and Rules and Regulations will be updated and submitted to the Board of Directors for approval at the July meeting and will be distributed to the KMFC membership at the first regular August meeting.
